Barney joined the SMF as a researcher in March 2006. He has subsequently co-written two publications, one exploring new forms of equity release schemes, the other reviewing the system of uniform business rates. Barney has also worked on a project setting out a vision for personalised learning in the learning and skills sector, and has edited a set of essays examining cultural change in public health and another focusing on well being. He is now a health researcher on the SMF Health Project. Prior to joining the SMF Barney was a research intern for Alan Milburn MP and a research assistant for the interim report of the Fabian Commission on Life Chances and Child poverty.
Barney took his BA in Social and Political Sciences at Emmanuel College, Cambridge University.
