Encouraging people to move from benefits to employment by ‘making work pay’ is at the heart of the Coalition’s plans to reform welfare. However, with evidence that a substantial number of those claiming benefits are already employed, there have been growing calls for the Government to tackle the phenomenon of in-work poverty.
