A Modern Agenda for Prosperity and Social Reform: Opportunity, Security, Prosperity

This pamphlet is a speech delivered to the Social Market Foundation on February 3rd 2003 by Gordon Brown, in which he sets out his agenda for prosperity and social reform.

The lecture applauds the dynamism and power of markets and points out that the Left has historically been mistaken in refusing to harness this power. And yet he argues that free markets cannot work for all goods, given the absolute priority of public interest over any particular form of provision. In this important lecture the Chancellor examines the role of the state and the market and sets out the areas in which each can best meet social needs.
